Class HookRunner

Runs the shell commands of cell.config.ts hooks on their events: in the project root, without standard input, with CELL_EVENT, CELL_PRESET, CELL_MODE and CELL_OUT_DIR set. A failing command cancels a gate event and fails a notification event.
